URGENT: Medicaid Rule Changes What is at Risk!

Community Connector restricted to age 6+

Community Connector would be limited to “school-aged (6 and older)” children only 

  • Children ages 0–5 would lose access, even if medically or developmentally necessary  
  • This impacts families using Community Connector to:  
    • Practice safety and community skills  
    • Support preschool and kindergarten readiness  
    • Generalize therapy goals outside the home

New hard limits on paid caregiver hours

Across all HCBS and CFC services combined, caregivers would be limited to:

  • No more than 16 hours per day
  • No more than 56 hours per week per member
  • Applies across:
    • Personal Care
    • Homemaker
    • Health Maintenance Activities
    • CDASS
    • IHSS
    • Private Duty Nursing
    • Long-Term Home Health

Major Reduction for Legally Responsible Parents

  • Parents and legal guardians would be capped at 260 hours per year of paid homemaker services (down from 520)  
  • More tasks will be classified as “age-appropriate parental responsibility” 
  • Only care deemed “extraordinary” will qualify for payment  CFC and Community Connector Rul…

Expanded enforcement, audits,and payment holds

  • New enforcement section allows:  
    • Payment holds  
    • Recoupments  
    • Plans of correction  
    • Penalties for exceeding limits (even unintentionally)  
  • Agencies and caregivers must submit detailed attestations and records

You don’t need perfect wording. A few honest sentences help decision-makers understand real impact.

  1. What does caring for your child look like day to day?
    (Appointments, daily care, supervision, behaviors, routines, things most people don’t see.)
     
  2. How would these proposed changes affect your family if they happen?
    (Financially, emotionally, safety-wise, or in your ability to care for your child.)
     
  3. What support or service helps your family the most — and what would happen if it were reduced or removed?
    (Paid caregiving, homemaker, community connector, respite, therapies, etc.)
